1. Has a request for EOI document been developed that is ready for advertisement and contains sufficient detail so as to inform interested Bidders of the nature of the project, the basic specifications, and how they can respond and register their interest in the Project?
2. If yes to the above, has the request for EOI been advertised in state broadcasting outlets, local and regional Arabic and English-language dailies, and on the relevant Government Entity's website?
3. Has a detailed Information Memorandum and RfQ document been prepared that will be sent to Bidders who have registered interest?
4. Does the IM and RfQ document include a Pre-Qualification Questionnaire designed so as to ensure the Bidders have the requisite resources, expertise and experience to deliver the stated services if awarded the Project?
5. Has an evaluation matrix developed so as to ensure that an objective assessment took place in order to choose the merited qualified Bidders?
