CHECKLIST

1.  Has the relevant technical information, including the design of the site(s), output specifications, detailed scope, and the project implementation schedule, been stated in the RfP document clearly so as to enable Bidders to present detailed technical proposals?

2.  Has due consideration been given to assure that Bidders are provided enough leeway in order to utilise their innovative capacity and encourage them to provide unique technical solutions?

3.  Have Bidders been made aware of an exhaustive list of approvals, standards, taxes, and duties that they will have to apply for or adhere to during the construction and operation phases?

4.  Is there a clear outline of the structure of the model that is to be submitted as Bidder proposals, including best practice suggestions and an overview of presentation and submission requirements?

5.  Have the Bid proposal, submission, and clarification requirements been stated clearly, including a Point of Contact at the Government Entity who can be contacted by the Bidders regarding the same?

6.  Has a draft Partnership Contract been developed in line with Government Entity's objectives in delivering the Project, to be included as part of the RfP?

7.  Does the RfP specify, clearly, the Bid evaluation mechanism including the specific weightage that will be given to different components of the submission and a scoring criterion?
