4.28 The long-list of options should be constructed and assessed to develop a short-list of options. The short-list should include the "preferred way forward" (the combination of choices most likely to deliver the SMART objectives6), the Business As Usual benchmark; a viable "do-minimum" option that meets minimum core requirements to achieve the objectives identified and at least one viable alternative option.
