A2.10 Noise has a social cost. It can affect health, wellbeing, productivity and the natural environment. Generic appraisal values are shown in Table 4 and Table 5. These are marginal annual values for changes in total road, rail and aircraft noise exposure. These values can be added for changes of more than one decibel and should be multiplied by the number of years and households to which they apply. Where the effect of noise is likely to be a substantial or a decisive factor for an intervention, a detailed assessment may be justified.
