3.14 DOE should co-ordinate and publish a Construction Strategy Code of Practice (CSCP) to inform and advise clients. It should be in simple terms and easy to read. It should be circulated to all Government Departments and Agencies, and also to other public sector institutions such as local Government, hospital trusts and health authorities and self governing educational institutions. It should be suitable for distribution to bodies representing private sector clients (including organisations such as Chambers of Commerce) and should be vigorously promoted by the DOE and by client organisations. It should be applicable throughout the United Kingdom, with appropriate sections on Wales, Scotland and Northern Ireland.
