3.18 The process plant industry clients and contractors have much to contribute to further work following this Review. I recommend elsewhere that the European Construction Institute, as part of a Construction Clients' Forum, should be involved in the implementation strategy of this Report. The Institute feels that the DOE has not treated process plant clients as part of construction for consultation purposes. While industrial giants such as the chemical industry, Nuclear Electric or National Power will have much to discuss with the Department of Trade and Industry, it is important that their perspectives on construction should be heard by the DOE, and they should be consulted accordingly
