4.21 Whatever procurement system a client employs, the allocation of design responsibilities between consulting engineer and specialist engineering contractor should follow the check list of guidance either as set out in the BSRIA report (when published) or as promulgated by the JCT (see recommendation 6). There should also be a separate design agreement for the specialist engineering contractor, involving a fee and a common standard of liability to that of the design consultant.
