Recommendation 10: The CCSJC

5.28 The publication (and growing use) of the NEC and the introduction by the DOT and the Scottish Office Roads Department of their own design and construct contract forms or variant amendments also present new opportunities for civil engineering. The CCSJC should also change.

1. Structure: Clients should be directly represented by nominees from the proposed Construction Clients' Forum. Subcontractors should also be directly involved and represented. More details of the recommended changes are set out in Appendix IV.

2. Family of Documents: A complete family of documents should be produced based on the principles in paragraph 5.18. It should include a total matrix of interlocking consultants' agreements and contracts, including subcontracts and any additional relevant documentation such as bonds and warranties (if necessary). This can best be achieved by building upon the NEC (as amended). There should be close co-ordination with the restructured JCT (see paragraph 5.29). If, additionally, some clients wish to continue to use current ICE documents, they should be redrafted to incorporate the principles in paragraph 5.18. To complete the family, other documents will have to be introduced or incorporated.
