Chapter Six Selection/Tendering Procedures

6.1 The Interim Report sought to identify 5 different issues:-

1. Professional consultants should be selected on a basis which properly recognises quality as well as price.

2. The need for a lead manager.

3. Contractors should not be required to undergo excessive or burdensome qualification procedures.

4. Tender lists - including those for design and build projects - should be of a sensible length.

5. Value for money and future cost-in-use should play an important part in the selection process.
