6.40 The benefits of an orderly and fair selection procedure, of short, but competitive tender lists and of consideration of quality as well as price apply to the selection of subcontractors by main contractors (and further down the chain), as well as to the selection of contractors by clients. Many of my recommendations should have a beneficial, knock- on effect to this selection process. However, further specific action is required.
