7.19 The Institute of Roofing (IOR), in written and oral evidence to the Review, expressed concern at the level of representation of smaller subcontractors on organisations concerned with training, and particularly on the Construction Industry Standing Conference, which is concerned with the development of National Vocational Qualifications within the construction industry. The Institute favoured the formation of a Council which offered one seat to every specialist and trade contractor organisation. I make no recommendation about the lOR's proposal, which has not been advocated by the NSCC, the SECG or the Building Structures Group in their final reports. The NSCC has recommended that "the National Council for Vocational Qualifications should be far more responsive to industry requirements and react to the needs of industry". It is important that the voice of small firms should be heard on training matters, especially as it is difficult for such business people to find time to serve voluntarily on committees. The Constructors Liaison Group (CLG) should give the specific problem of the representation of smaller firms further consideration.
7.20 Although Ministerial responsibility for the CITB rests with the Department of Employment and education is a matter for the Department for Education, it is important that the Construction Sponsorship Directorate of the DOE is closely involved in discussions about industrial training in the construction industry. The availability of a well trained and efficient workforce is vital for the industry.
