| 7.40 Expenditure on research and development in the industry is generally thought to be inadequate and dissemination of it faces real difficulties. 1. The DOE should take steps to involve clients in its existing research strategy programme. 2. Since a number of initiatives have been launched, they should be monitored by the DOE to ensure that they are co-ordinated and deliver effective results. 3. There is insufficient consensus yet for any specific levy route to raise a large sum for research. This needs further discussion by the Implementation Forum, who should also discuss what a realistic financial target would be. 4 A new research and information initiative aimed at providing timely and relevant good practice feedback should be initiated through funding by a levy on the premia for mandatory "BUILD" type insurance, as proposed in Chapter 11. |
