12.3 Some have drawn attention to the Construction Industry Development Association of Australia. This body was set up under the Construction Industry Reform and Development Act of 1992. Its task is to implement the Construction Industry In-Principle Reform and Development Agreement (IPA), which was signed by the Federal Government, several State Governments, Industry Associations, including clients and occupiers and Trade Unions. The Association has a fixed life, and will run until June 1995. Its budget is A$10 million (£5 million), 30% of which comes from industry. Its Mission Statement involves a commitment to bring about "real and measured change" and to "provide leadership, motivation and foster the development of increased capabilities". It has put forward a number of Codes of Practice - including prequalification criteria - and established Model Projects on which new approaches are trialled and monitored. It regards itself as having largely completed the task of identifying and developing the management tools and codes necessary to make significant changes. The priority now is implementation, and the intention in the Mission Statement is that the change process will become self- sustaining and extend beyond the life of the Association.
