4.10 Collection of data should be undertaken prior to confirmation of the scope of any further reviews to ensure there is sufficient information available to allow a full assessment of the financial objectives and any other elements considered.
4.11 When considering Lifecycle costs, newer PPP contract formats such as MIM and PF2 used in the United Kingdom require that the Authority has access to actual spend to date information. This will enable a value for money comparison between the lifecycle fund at financial close and the actual spend. Where there is a sharing mechanism for any underspend, this element of these contracts should also be considered for inclusion in future contracts.
4.12 Changes in the market over time should be considered as part of wider scope. The age of the built and M&E assets included within the scope of this Review makes it less representative of the current market, industry, and practices. Any future reviews should consider more current assets built at the same time, for price and design comparison.
