Rail track operators should prioritise the separation of passenger and freight movements to improve the speed and reliability of regional rail services.
Rolling stock improvements to existing regional rail services, such as more comfortable and spacious seats and on-board wi-fi, will increase ride quality. They may also reduce noise levels for people living close to rail tracks.
The outer-urban areas of Fast-growing Cities that improved rail services pass through would benefit too. Communities with limited transport options would be able to connect outwards to regions as well as inwards to a central business district.26
