The integration of the financing, development and delivery of service enabling infrastructure through PPPs may provide greater opportunities for innovation in comparison to traditional infrastructure procurement and delivery. Innovations may be realised at various stages of the PPP value chain, from procurement, to the design, financing, and operation and maintenance of the asset. As per INSW's 'Timely Information on Infrastructure Projects' guide1, it is important that any potential for the realisation of innovation outcomes in PPP projects is not constrained by the premature determination and disclosure of cost, time and scope of such projects.
