901.  Monitoring is essential to understand what is working and where further action is needed. Currently, different government departments and businesses use different methods to monitor green choices, meaning there is no central pool of evidence. Both the BEIS Public Attitudes Tracker and the Office for National Statistics UK Climate Change Statistics Portal gather evidence on green choices, but there is no commitment to continue to use these tools for this end long-term. The Review supports the House of Lords' finding that government should commit to regularly using one of these polls to collect data on people and net zero, from 2023.625 Government should also consider whether further action is needed to better capture data on the green choices that the public make. Any survey should ask about the demographic characteristics of the person responding, their attitudes to climate change, the actions they are taking or planning to take to address it, and any barriers they perceive. This data should be reported through the new data portal recommended in Pillar 1.
